UK's DFID was part-funding a six-year Transformation Programme to restructure the Uganda Revenue Authority (URA) to a modern revenue entity. PricewaterhouseCoopers (PwC) was DfIDâs fund manager and, as an adjunct to the overall Transformation Programme, contracted Alan Gilmour first to assist the clientâs HR Modernisation Team to revise/update the HR components of the Programme Plan, and later to conduct a review of training activity and develop a training strategy
Mission 1 - Review and up-date of HR Modernisation project plan
- With the HR Modernisation Team, reviewed existing plan, analysed activities, interdependencies of task elements and timescales
- Coached the HR Modernisation Team to revise the components of the project plan to create a realistic and deliverable plan which was adopted and implemented
Mission 2 - Training Strategy Review
- Conducted initial diagnostic interviews with members of the HR Mod Team and a representative sample of senior and middle line managers
- Reviewed current training activity and recent history of person-days of training
- Reviewed current training premised, facilities and equipment
- Worked with HR Modernisation Team to create a workable Training Needs Assessment method and coached the Team through a sample exercise with the Income Tax Division.
- Coached the HR Modernisation Team through analysis of the pilot TNA results and subsequent planning of training needs over a rolling 3 year programme
- Wrote report with detailed description of TNA method and made a number of significant recommendations about the future nature and style of technical and management training in URA.
