This was one of approx 15 consultancy packages in support of the World Bank-funded modernisation of the General Department of Customs (GDVC). Urwick Group members Michael Watts and Alan Gilmour were appointed to develop a modern HR Strategy for GDVC. Due to delays in other components, it was not possible to complete the project in the original timescale, which resulted in the assistance being spread over four missions.
The HR straetgy and management assistance included the following important activities:
- Liaison with the Project Management Unit (all meetings were arranged through the PMU),
- Meetings with Ministry of Finance and Ministry of Home Affairs to establish degree of flexibility permitted to GDVC,
- Design of Job Description format and method; development and presentation of 3-day training course on "Job Description Writing",
- Review of progress by job description writing teams during each of four missions, also backed-up by email correspondence,
- Review of current HR practices (so far as these could be determined),
- Capacity building workshops with HR Division staff,
- Interaction with other consulting teams, which were operational and whose input was needed
- Drafting of HR Strategy, review with PMU and HR Director, adjustment as appropriate and submission of final document and report.
