This project formed a component of the nine month extension of the main institutional strengthening project for EPS (cited separately). It was aimed at developing the selection and assessment skills of the management, to improve the quality of recruitment, staff development and training needs analysis within the organisation to bring it into line with similar organisations in the European Union. This entailed James Mitchell in developing and facilitating a programme to train and mentor senior HR managers and trainers, who would then cascade the skills through the organisation.

James Mitchell was responsible for consultancy associated with the development and facilitation of a one week programme of training and development to support the management in their need to modernise the recruitment processes that would also allow them to select internal candidates for promotion and to assess their training needs.  Key activities included:

  • Training of the project’s five interpreters, to ensure their precise understanding of the course work
  • Training of the ten management trainers.  This group had been selected at the beginning of the main project and were to cascade these skills through all levels of management, so building their capability to become change agents within the organisation,
  • Training of six senior HR managers selected from across the enterprise (this included the deputy director of HR).

As a result of the effectiveness of this programme, the General Director of the newly formed Electricity Transmission Company requested training in these specific skills.  James Mitchell designed and mentored a special programme over three days. 

In addition, specialist advice was provided on processes associated with the recruitment of senior managers for the Chairman of the newly established Electricity Regulatory Authority.
