This project was initiated mid-2006 to support the HRM Wing during the implementation of a 5-year World Bank-funded Tax Administration Reform Programme (TARP). Alan Gilmour was appointed to provide a range of technical advisory services and coaching to the Head of HRM and HRM Wing staff at the Federal Board of Revenue (FBR). Initially a part-time contract over 18 months, the arrangement was extended for a further 12 months. As part of the HR support, Gordon Gullan, was brought in to design and facilitate a change management workshop for all Board members and to assess the feasibility of running a Management Development Programme for the Board Members and senior managers of FBR. Detailed proposals were developed for an organisation wide review of all training throughout FBR at Karachi and Lahore Centres.

Support and capacity building in all aspects of the HR function was provided through five different Heads of HR Function and a constant turnover of staff. In addition to on-going day-to-day support and advice, key activities included:

  • Capacity building and coaching of Customs and Tax officers seconded to the HRM Wing
  • Design and cost estimation for a major down-sizing of the workforce
  • Advice on Foreign & Domestic Training Strategy
  • Training Needs Analysis method and pilot
  • Design of Performance Management System
  • Advice on specification and selection of HR Information System
  • Preparation of countless PowerPoint presentations on HR topics to FBR senior management and external stakeholders
  • Delivered several seminars on HR topics to senior Civil Servants as part of their development programmes.

In addition, a number of specialist conferences and strategic workshops were designed and run on topics, including:

  • Integrity Management,
  • Training Strategy,
  • HRM strategy,
  • Utilisation of foreign-trained officers,
  • Change Management and Team-building.
